VILLAGE COUNCIL MINUTES

January 14, 2009

The regular monthly meeting of the Village of Russia council was held Wednesday, January 14, 2009 at the village office at 232 W. Main St.   Mayor, Dale Armstrong called the meeting to order at 7:30 P.M.

The minutes of the previous meeting were read and a motion was made by Ron Simon and seconded by Kevin Borchers to accept the December 2008 minutes.  All aye.  Motion carried.

A motion was made by Kevin Borchers and seconded by Ron Simon to accept and pay the bills.  All aye.  Motion carried.

A motion was made by Kevin Dapore and seconded by Larry Platfoot to accept the December financial budget sheets.  All aye.  Motion carried.

Appointments:

A motion was made by Ron Simon and seconded by Kevin Borchers to nominate Kevin Dapore as council president for 2009.  All aye.  Motion carried.

A motion was made by Joyce Daniel and seconded by Kevin Borchers to approve the following appointments made by Mayor, Dale Armstrong. 

                Finance & Audit – Ron Simon, Joyce Daniel and Kevin Dapore

                Law & Order – Kevin Borchers and Kevin Dapore

                Streets & Recreation – Larry Platfoot and Pete Magoto

                Zoning Enforcement Officer – Mike Busse

                Park Superintendent – Mike Busse

                Shelby Co Emergency Management Agent – Mike Busse

                Park Board – George Epperson replaces Josh Francis

                Zoning Board – Dale Nichols and Virgil Fullenkamp

                Planning Commission – Jamie Herron

                Tax Review Committee – Dale Armstrong, Ron Simon and Joyce Daniel

All aye.  Motion carried.

Engineering

Wes Goubeaux was present from Choice One Engineering to present the engineering plans for the Park St. Reconstruction project.  The project is scheduled to bid 2/17/09.

Fire

Fire chief, Mark Shappie, was present to discuss obtaining un-metered water to fill trucks at the firehouse.  Council decided to have the fire department purchase (2) meters at the firehouse. The Village will charge for water running through the 1” meter for general use.  There will be no charge for water used to fill the fire trucks accounted for on the 2” meter.  M. Shappie informed council that the department is working on the ISO rating that currently stands at 8b.

Water

A motion was made by Joyce Daniel and seconed by Kevin Dapore to approve a pay request from Jutte Excavating in the amount of $242,361.74.  All aye.  Motion carried.

A motion was made by Ron Simon and seconded by Kevin Borchers to approve a pay request from Choice One Engineering in the amounts of $12,431.16 & 10,322.19.  All aye.  Motion carried.

A motion was made by Larry Platfoot and seconded by Kevin Dapore to approve a pay request from Faulkner in the amount of $48.00.  All aye.  Motion carried.

 A water rate meeting is scheduled for 1/28/09 @ 7:30.

Target water system start up is still 3/1/09.

Council discussed water expenses to date.

Council discussed employee dishonesty coverage increase from 50,000 to 250,000 as required by the USDA as a criteria for financing.

Streets

Council discussed an ordinance establishing a corporation limit sign and a speed limit sign on the O’Francis property on Russia Versailles Rd.

A motion to suspend the rules was made by Larry Platfoot and seconded by Ron Simon.  All aye.  Motion carried. 

A motion was made by Joyce Daniel and seconded by Kevin Borchers to approve Ordinance #09-01        establishing an easement on the Borchers property in order to construct and maintain a Village entry sign on Liberty St.  All aye.  Motion carried. 

Mike Busse is authorized to advertise for bids for the 1990 Chevy Dump truck.  No minimum.

Finance

A motion to suspend the rules was made by Larry Platfoot and seconded by Joyce Daniel.  All aye.  Motion carried.  A motion to approve Ordinance #09-2 creating a new fund called “water” under the proprietary funds was made by Kevin Borchers and seconded by Ron Simon.  All aye.  Motion carried.

A motion to suspend the rules was made by Kevin Dapore and seconded by Ron Simon.  All aye.  Motion carried.  A motion to approve Ordinance #09-3 establishing the annual appropriations for the Village for 2009 was made by Joyce Daniel and seconded by Larry Platfoot.  All aye.  Motion carried.

Compensation

Council established the annual salary for the fiscal officer @ $8,500.00 for 2009. 

Council approved a 1-time bonus of $500.00 for the fiscal officer for 2008 due to the increased workload created by the major capital projects undergone this year.

A motion was made by Joyce Daniel to adjourn.  All aye.  Motion carried.
